Partner of the Stuttgart-Ulm rail project
The Deutsche Bahn AG Stuttgart – Ulm rail project breaks down into two project segments: refurbishment of the “Stuttgart 21” rail node and the Wendlingen – Ulm new-build line, which is part of federal railway infrastructure requirements plan project. The link to Wendlingen - Ulm new-build line is part of the Stuttgart 21 rail node.
Political consensus
Execution of the overall project only makes sense if both these project segments are started and completed simultaneously. This requirement was satisfied when a political consensus was reached in July 2007.
The Federal government will assume a share of EUR 500 million of the Stuttgart 21 project, which is the sum that would have been required to integrate the new-build line in the Stuttgart rail node even if the Stuttgart 21 project had not been implemented. It will also provide full funding for the Wendlingen – Ulm new-build line as from 2016. The Federal Land of Baden-Württemberg will contribute a non-repayable construction grant of EUR 950 million towards the costs of the new-build line, which will enable this segment to be completed earlier, as requested by the Land. The negotiation of this solution enables implementation of the Stuttgart 21 project and construction on the Wendlingen – Ulm new-build line to begin much earlier than originally scheduled.

Part of the Magistrale
The new-build line forms part of the Magistrale for Europe and therefore of priority Trans-European Project No. 17. Upgrading this transport corridor will help to unite Europe. The new high-speed line between Wendlingen and Ulm will help to reduce the already short journey times between Paris and Munich even further and will strengthen the competitive position of rail.
Restructuring the Stuttgart rail node
The Stuttgart 21 project will completely restructure the Stuttgart rail node. The present terminus station will be replaced by an underground through station. The present stabling sidings will be relocated to Untertürkheim. This will safeguard the connection to the existing railway lines and integration of the new Wendlingen – Ulm high-speed line in the future Stuttgart rail node. The project also involves establishing an efficient link to Stuttgart airport. The Federal Land of Baden-Württemberg, the city of Stuttgart, Verband Region Stuttgart and Flughafen Stuttgart GmbH, the airport operator, will all contribute funding to the project.
